移民局 2 月 9 日发布新的 Mission Statement，弃用川普时代「American First」版使命宣言。

2005 年，布什治下的移民局发布了第一份 Mission Statement，称美国是「移民国家」（a nation of immigrants）、称移民福利申请人为「我们的顾客」（our customers）。奥巴马执政 8 年间，移民局的使命宣言没有变化。

2018 年，川普政府的移民局修改了 Mission Statement，删除了「移民国家」、以及申请人是「我们的顾客」的提法，转而强调移民局管理的是「合法移民系统」（lawful immigration system），在处理移民福利申请时要「保护美国人和国土安全、捍卫我们的价值」（protecting Americans, securing the homeland, and honoring our values）。

拜登政府的移民局使命宣言简短很多，川普治下「美国优先」的词语全部删除，没有再说「移民国家」，但说了美国是一个「欢迎与机遇的国度」（a nation of welcome and possibility），并且首次提到要尊重申请人（respect for all we serve）。

完整的移民局三代使命宣言如下：

布什/奥巴马时代：USCIS secures America’s promise as a nation of immigrants by providing accurate and useful information to our customers, granting immigration and citizenship benefits, promoting an awareness and understanding of citizenship, and ensuring the integrity of our immigration system.
川普时代：U.S. Citizenship and Immigration Services administers the nation’s lawful immigration system, safeguarding its integrity and promise by efficiently and fairly adjudicating requests for immigration benefits while protecting Americans, securing the homeland, and honoring our values.
拜登时代：USCIS upholds America’s promise as a nation of welcome and possibility with fairness, integrity, and respect for all we serve.
