如果你有 self-employed 收入，除了每个季度要向 IRS 和州政府预缴税外，地方政府还会有营业税。我们就刚收到了 Fairfax County 的税单。

我们收到的 Fairfax 郡税单

在 Fairfax County 做生意需要营业许可，即 Business, Professional and Occupational License，申请表格点击这里，需要的信息包括公司（或拥有人）名字、形式（个体户、 Partnership 、 Corporation 、 LLC 等）、 NAICS 行业代码、税号或社保号、成立年限、地址等。有些工种，比如房地产建筑等，需要另外的专门 License 。另外，需要申报你去年的 self-employed 收入是多少、今年预计是多少，因为申请许可时就需要提前预缴全年的营业税，截止日期为每年的 3 月 1 日、或新公司成立 75 天内 ^[资料]。下面的税单显示，我们交晚了，所以有 $31.32 美元的罚款。

我们郡的营业税率

下面是 Fairfax County 的营业税率 ^[来源]，计算基数为 Gross Receipts，即「营收」，并不是利润哦！除极少数例外，大部分生意都不能抵扣成本等。比如说，你开餐馆，预计 2019 年总收入 100 万，扣除房租、水电、原料、人工，最后可能没赚到什么钱，但是缴纳 BPOL 营业税是按照 100 万为基数计算。如果全年营收不超过 1 万美元，不用缴税；营收 1-5 万美元，应税 $30；营收 5-10 万，应税 $50；营收超过 10 万美元，就需要根据你的工种和行业来查税表了。

不同行业的税率表

下面是不同行业／工种的税率表 ^[来源]，最便宜的是批发商家（Costco 也是 Wholesale 吧），每 $100 营收只要纳税 4 美分，假设全年营收 100 万美元，仅需缴税 $400 美元。建房子的 builder 税率也很低。最高的则是 Professional Occupations 、 Consultants 、房地产经纪人等，税率 31 美分，假如全年营收 $100 万美元，需要缴税 $3,100 美元！

这些行业分类在 Fairfax county 的 Code of Ordinances 里面有详细的说明 ^[链接]，若你在这里有生意，应该仔细查看，因为分类不同会导致税率不同。比如说，如果你帮商家做在线推广，「Marketing」属于「Consultants and specialized occupation」，税率为 $0.31，而「Advertising agent, agency or firm」属于「Business service occupations」，税率为 $0.19，相差整整 40%！
