刚看新闻，前国务卿蓬佩奥在国会作证。他面前的名牌写的是「The Honorable Michael R. Pompeo」。大家有没有想过，什么人可以称呼「The Honorable」？具体怎么使用？

在美国的正式场合，这些人可被尊称为「The Honorable XXX」（尊敬的 XXX）：

由选举产生的联邦政府官员，以及由总统任命、并经参议院确认的政府官员，包括总统、副总统、各部部长、联邦独立机构的负责人、以及他们的副手或重要助手（比如总统助理/副助理、副部长/助理部长）、大使、法官、将军等。
由选举产生的州政府官员，以及由州长任命的高级官员，包括州议员、副州长、检察长、法官、州长的助手（比如办公室主任、秘书）等。
国际组织（比如联合国）的负责人、副手、助理等。

在地方政府层面，市长、警长一般都可尊称「The Honorable」，但其他的政府官员，包括由选举产生的议员、委员等，则各地有不同的传统和习俗。

按照美国的惯例，这些人在离职、退休之后，仍被称为「The Honorable」，除非他们是被免职、解雇。

The Honorable 仅限于这些官员，不包括他们的配偶。

法官一般都叫「Judge」，但是最高法院的法官不叫 Judge，叫「Justice」。在正式场合，口头上叫「Your Honor」，书面语则称呼 The Honorable First + Last Name, 比如共和党议员写给首席大法官的这封信：

Chief Justice
Supreme Court of the United States
1 First Street NE
Washington, DC 20543

Dear Chief Justice Roberts:

We write regarding recent interviews that …

「The Honorable」并非口头称呼，只以书面形式使用（比如写信的收件人和抬头、或者开会座位上的铭牌），后面应该是人的全名，不能只写 First Name 或 Last Name，也不是他的职位（因为尊敬的是他这个人，而不是这个职位）、或同时加其他称呼（比如 Dr. / 博士）。

比如说，正确用法：

The Honorable Ahmed Henderson, Mayor of Springfield

错误用法：

The Honorable Mayor Ahmed
The Honorable Mayor of Springfield
The Honorable Dr. Ahmed
The Honorable Senator Ahmed
The Honorable Judge Ahmed
The Honorable Mayor Ahmed
The Honorable General Ahmed

此外，正式场合不应该省略「The」或者缩写为「Hon.」：

Honorable Ahmed Henderson
Hon. Ahmed Henderson
